Course Information

Description

This 3-Day course has been developed for law enforcement professionals to provide the best methods of developing, recovering, and documenting latent fingerprint evidence.  Furthermore, the course is designed to minimize lecture time and maximize hands-on practical experience with latent print development materials.

Major topics to be covered are: Determining the best processes to use on porous and non-porous substrates; Specialized super glue (CAE) techniques and procedures; The use of forensic dye stains to visualize latent prints; The use of high energy forensic light sources (ALSs) to locate latent prints; The application of various magnetic and non-magnetic powder and proper brush techniques to locate latent fingerprints on simulated evidence; Techniques to develop latent prints on evidence exposed to fires; The application of Small Particle Reagent (SPR) to develop latent prints on wet or dry substrates; Development of latent prints on adhesive surfaces; Photography and documentation of latent print impressions; Techniques for proper lifting and mounting of latent print impressions; Determining if a latent print is of value for an AFIS search;  Documentation procedures and maintenance of chain-of-custody records for latent prints recovered from a crime scene and/or on items of evidence;  Presentation of testimony in reference to the submission of latent print evidence in a court of law; Awareness and concern for personal safety in processing evidence for latent prints.

Instructor

Special Agent Mike Stapleton, M.A., recently retired after a career that spanned over 34 years with the FBI. As a Special Agent, Mr. Stapleton investigated an extensive range of matters that came under FBI jurisdiction such as the UNABOMBER (Ted Kaczynski), the Polly Klaas Kidnapping and Murder Investigation, and the Oklahoma City Federal Building Bombing.  He is a recognized fingerprint identification expert.  Mike is a FBI Master Police Instructor and  has taught fingerprint identification courses to thousands of law enforcement professionals over the last 35 years.

Prerequisites/Requirements: Basic Police Academy Certificate or equivalent, DOJ clearance, proof of medical and vehicle insurance, and valid CDL.

Requirements

All attendees will need to visibly display their law enforcement ID card or badge/shield while in the secure areas of the building.  NO ID CARD or BADGE, NO ENTRY.  Meet in front lobby prior to class and wait for the Coordinator.

We accept Visa and MasterCard (effective August 1, 2024 a non-refundable transaction fee of 3% will apply), cash, money order and cashier’s checks (made payable to SBRPSTC). Agency billing may also be arranged. Financial aid and VA benefits may be available.

*ALL FEES ARE SUBJECT TO CHANGE. When possible, students will be advised of any fee changes prior to course start date. Tuition fee increases made at any time by the State Chancellor’s office may require collection of additional fees from students.

Students who have not lived in California for at least one (1) year and (1) day prior to start of college semester or do not meet other college criteria may be considered “out-of-state” students, and subject to additional fees to the ones listed above. Please check with our staff for details and exact costs.

Cancellation/Refund Policy

Out of consideration for students on waiting lists, cancellations must be made no later than 30 days prior to the first day of class. For cancellation deadlines, please refer to the Fee Information tab on this flyer. There may be a minimum cancellation fee of $50 assessed for material expenses associated with cancellations. Substitutions or transfer of your reservations to another student is permitted upon approval.

Course Cancellation by South Bay

Each class has a minimum enrollment requirement. If the minimum enrollment is not reached for the course three weeks prior to the beginning of the class, the class may be cancelled and any deposits/payments will be refunded in full (minus non-refundable processing fee).
