Course Information

Description This five-day course is designed for law enforcement professionals who desire to learn how to compare and identify latent / fragmentary prints to inked fingerprint and palm print impressions. Others who may consider this course would be AFIS and Ten-Print Technicians and those preparing to become I.A.I. Certified Latent Print Examiners. The course will consist of lecture, demonstrations, and extensive hands-on practical comparison exercises. The student will be equipped with the essential skills and knowledge in regards to: Explain the basis for the science of identification by friction ridge impressions and its historical background. Familiarization with the various friction ridge formations and ridge flows found on the fingers, thumbs, and palmer surface of the hand. The ability to analyze and use the ridge flows and creases on the palmer surface of the hand and the fingers to help locate and orient fragmentary friction ridge impressions for comparison to known impressions. Identifying the three phalanges of the fingers and the two phalanges of the thumbs and the phalangeal creases that are commonly observed. Describe the various shapes of latent palm prints that will provide orientation clues for a comparison to a corresponding area in a known impression. Verification protocols, note taking, and documentation matters. Develop proficiency with the ACE-V Scientific Method to compare and identify latent print impressions. Usefulness of charts to illustrate an identification by friction ridges to a jury. Participate in a discussion regarding challenging questions asked by defense attorneys and suggested responses. Describe what juries expect to see & hear from a latent fingerprint expert. Develop a list of “qualification questions” and answers to use when testifying as an expert fingerprint witness in the future. Preparation to take the I.A.I. Latent Print Examiner Certification test. Taking legible Complete Friction Ridge Exemplars. Learning Need Federal, state, and local law enforcement agencies have a continual need to ensure that their employees are properly trained to compare and identify partial latent palm and fingerprint impressions recovered from evidence. Furthermore, the employees need to be trained concerning how to present expert testimony in a court of law. Instructor Special Agent Mike Stapleton, M.A., retired after a career that spanned over 34 years with the FBI. As a Special Agent, Mr. Stapleton investigated an extensive range of matters that came under FBI jurisdiction such as the UNABOMBER (Ted Kaczynski), the Polly Klaas Kidnapping and Murder Investigation, and the Oklahoma City Federal Building Bombing.  He is a recognized fingerprint identification expert. Mike is a FBI Master Police Instructor and has taught fingerprint identification courses to thousands of law enforcement professionals over the last 39 years.

Requirements

Students are REQUIRED to supply their own fingerprint magnifier. Fingerprint ridge pointers are also recommended but not required.

We accept Visa and MasterCard (effective August 1, 2024 a non-refundable transaction fee of 3% will apply), cash, money order and cashier’s checks (made payable to SBRPSTC). Agency billing may also be arranged. Financial aid and VA benefits may be available.

*ALL FEES ARE SUBJECT TO CHANGE. When possible, students will be advised of any fee changes prior to course start date. Tuition fee increases made at any time by the State Chancellor’s office may require collection of additional fees from students.

Students who have not lived in California for at least one (1) year and (1) day prior to start of college semester or do not meet other college criteria may be considered “out-of-state” students, and subject to additional fees to the ones listed above. Cancellation/Refund Policy

Out of consideration for students on waiting lists, cancellations must be made no later than 30 days prior to the first day of class. For cancellation deadlines, please refer to the Fee Information tab on this flyer. There may be a minimum cancellation fee of $50 assessed for material expenses associated with cancellations. Substitutions or transfer of your reservations to another student is permitted upon approval.

Course Cancellation by South Bay

Each class has a minimum enrollment requirement. If the minimum enrollment is not reached for the course three weeks prior to the beginning of the class, the class may be cancelled and any deposits/payments will be refunded in full (minus non-refundable processing fee).
